Adobe offer a monthly plan that is ideal for photogrpahers, it includes Photoshop, and Lightroom. With both of these programs most photographers will have all the editing tools they need. You can also try both programs for free for 7 days:

Adobe Photoshop Elements
Elements is a cut down version of Photoshop but contains more than enough tools to keep enthusiasts happy. The good news is that you can buy this software outright with no ongoing payments:
